Kiplinger does a fairly good job on finding low tax, low cost retirement locations. It is very hard to sort all this out.

Texas is better for business but taxes and housing can be expensive in the trendy boom areas. Lubbock is not bad and 3333 foot altitude near New Mexico.
Some Texas areas are too hot in the summer and other areas do get cold in the winter when Florida is better.
Winter: Florida is probably the best Disney World Beach Areas the “off season” so much is cheaper too.
Summer: Wyoming Jackson Hole, Black Hills South Dakota, Lake Tahoe Nevada probably the best weather Fly between, live in resort condos or university apartments.
Or live in Sioux Tent in the Dakotas for summer and Florida the rest of the year.
